INTRODUCTION <br />1.0 INTRODUCTION AND PROPOSED DEVELOPMENT <br />1.1 Description of site: The project consists of an 26.38 acre parcel, located at <br />18846 State Route 99 E. Frontage Road, Acampo, CA. The subject Assessor's Parcel Number <br />is 017-090-51. The project is in an agricultural neighborhood. The parcel is zoned Agriculture <br />AG -20. <br />1.2 Description of Proposed Development: The purpose of this project is to subdivide the existing <br />parcel into four new parcels. Three of the parcels are applying to be rezoned to Al and the last parcel <br />will remain the same zoning of AG -20. The rezoned parcels will be developed into a truck parking <br />facility and the last parcel has no imminent plans. It's future use will be consistent with zoning. <br />1.3 Parcel location map: (See Appendix for Tentative Map with Vicinity Map and APN page). <br />1.4 Site Map: (See Appendix for Tentative Map). <br />2.0 PAST, PRESENT, AND PROPOSED FUTURE USES OF THIS SITE <br />2.1 Discussion of Past, Present uses at the site to assess potential problems: The primary <br />source of information of the historic use of this property is testimony from one of the prospective <br />owners, Jeff Crothers, who was interviewed in July, 2021. The current owner has owned the <br />parcel since December 30, 2005. It has been a vacant food plant for close to 30 years. The <br />proposed future use of the site would be a truck facility for three parcels and an undetermined <br />use for the fourth parcel. It will be consistent with the AG -20 zone.. <br />3.0 CHEMICAL AND PHYSICAL PROPERTIES OF SOIL <br />3.1 Description of existing chemical and physical properties of soil: For a description of the <br />chemical and physical properties of the soils underlying the site, refer to Section 5 of the Soil <br />Suitability Study prepared by Dillon & Murphy (attached in the Appendix). <br />3.2 Description of the mass transport properties of the soils underlying the site with respect <br />to the nitrate and/or any other constituent of concern identified for the project site: The <br />results from the Mitigated Negative Declaration prepared by Basecamp Environmental, Inc. have <br />determined that the site is adequately permeable. The soil type allows for infiltration of water <br />through the top soils. The infiltration rate will limit the natural treatment of the site's soils as <br />they drain from the surface layers. <br />The soil in this area is classified as San Joaquin County-Tokay Fine Sandy Loam and Tujunga <br />Loamy Sand, as stated in the Soil Survey of San Joaquin County, as provided by the United <br />States Department of Agriculture, Soil Conservation Service. (See Appendix). <br />
