S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUNT <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> FLYING J TRAVEL PLAZA#618* 1501 N JACK TONE RD, RIPON May 18, 2022 <br /> Other Violations <br /> 2010 See below Unlisted General violation ❑V ❑R ❑COS <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 206 CCR 2712(i), 2634(e)Failure to have a current UST Response Plan available on site. <br /> OBSERVATION:An approved copy of the response plan was not available for inspection. <br /> REGULATION GUIDANCE:A copy of this plan shall be accessible on site at all times. <br /> CORRECTIVE ACTION: Immediately locate and retain a copy on site. <br /> This is a minor violation. <br /> 306 HSC 25291(e)Failure to remove, analyze, and properly dispose of water in secondary containment(pre-Jul 2003). <br /> OBSERVATION: Liquid was observed in the Regular STP sump, Premium STP sump, Biodiesel STP sump, Diesel <br /> #1 STP sump, Diesel#2 STP sump, Diesel#3 STP sump, biodiesel sumps, 21 Master UDC,22, 23, 25, 26, 27, 28 <br /> satellite UDC, and 21, 26, 27, 30 master UDC. <br /> REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br /> must be removed and disposed of properly. <br /> CORRECTIVE ACTION: The service technician removed approximately 3.5-4 gallons liquid from the Regular STP <br /> sump, Premium STP sump, Biodiesel STP sump, Diesel#1 STP sump, Diesel#2 STP sump, Diesel#3 STP sump, <br /> biodiesel 22, 23, 25, 26, 27, 28 satellite UDC, and 21, 26, 27, 30 master UDC. . Ensure that all sumps and annular <br /> spaces are maintained free of liquid. <br /> This is a repeat violation, Class II. <br /> 310 CCR 2636(f)(4) Failure to meet monitoring requirements in lieu of being tightness tested every 12 months. <br /> OBSERVATION: The diesel#2 tank did not shutdown and did not meet the requirements for annual line tightness <br /> testing exemption. <br /> REGULATION GUIDANCE:All pressurized piping with secondary containment shall be pressure tested at least <br /> once every 12 months at a minimum release detection of 0.1 gallons per hour at 150 percent of the normal <br /> operating pressure. Continuous monitoring systems that are fail safe and shut down the pump when a leak is <br /> detected, or optionally stop the flow of product at the dispenser if the leak is in the under dispenser containment <br /> (UDC), shall satisfy the requirement for annual line tightness testing. <br /> CORRECTIVE ACTION: The service technician reprogrammed the monitoring panel to the diesel#2 tank,which <br /> satisfies the annual line tightness testing requirement.
