The Community Development Department is working with the Ad Hoc Committee <br /> to prepare a draft Agricultural Mitigation fee Ordinance. Depending upon the timing <br /> of a full application, participation in the payment of an Agricultural Mitigation fee <br /> may be an option. <br /> If a full application is submitted, the applicant will be required to propose a form of <br /> agricultural mitigation prior to attending the Planning Commission hearing. <br /> Parking & Surfacing <br /> The Development Title Section 9-1015.3 states that the Use Type: Religious <br /> Assembly-Regional requires 0.33 parking spaces per seat. As a result, a total of <br /> 196 parking spaces will be required of which 7 spaces shall be handicap <br /> accessible. <br /> All permanent parking lots (which includes parking spaces, driveways and <br /> maneuvering areas) in all zoning districts shall be surfaced and permanently with <br /> asphalt concrete or Portland cement concrete to provide a durable dust free <br /> surface. Ingress and egress areas that connect to a paved road or highway shall <br /> also be surfaced and permanently maintained with asphalt concrete or Portland <br /> cement concrete. (Development Title Section 9-1015.5(e)). <br /> Screening <br /> Development Title Section 9-1022.4(d)(2) states all storage materials and related <br /> activities, including storage areas for trash, shall be screened so as not to be <br /> visible from adjacent properties and public right of way. Screening shall be six (6) <br /> to seven (7) feet in height. Outside storage is not permitted in front yards, street <br /> side yards, or in front of main buildings. <br /> Landscaping <br /> The following requirements shall apply: <br /> • All areas not used for buildings, parking, driveways, walkways or other <br /> permanent facilities shall be landscaped. A minimum ten (10) foot wide <br /> planting strip shall be required along adjacent streets. The strip shall be <br /> continuous except where crossed by driveways and walkways. <br /> (Development Title Section 9-1020.7) <br /> • Parking areas with more than twenty (20) stalls shall provide a minimum of <br /> five (5%) percent of landscaping within the perimeter of the parking area, <br />
