Liberty Road, Galt <br />Page 2 of 2 <br />August 16, 2024 <br />3) The applicant shall provide written confirmation from the water providers that improvements <br />have been constructed or financial arrangements have been made for any improvements <br />required by the agency and that the agency has or will have the capacity to serve the <br />proposed development. Said written confirmation shall be submitted prior to the issuance of <br />a building permit (San Joaquin County Development Title, Section 9-1120.2). <br />4) Submit a Small Public Water System preliminary technical report to the California State <br />Water Resources Control Board, Division of Drinking Water (Water Board) prior to issuance <br />of building permits and at least six months before initiating construction of any water related <br />improvement, as defined. The issuance of a permit to operate a small public water system <br />by the local primacy agency, EHD, is prohibited without the concurrence of the Water Board. <br />Please contact Gena Farley at Gena.Farley@waterboards.ca.gov or 209-948-7488 with the <br />SWRCB Division of Drinking Water concerning the requirements for preliminary technical <br />report submittal prior to issuance of building permits. <br />If the Water Board determines that an onsite well shall be used as the potable water source, <br />a permit application to operate Small Public Water System shall be submitted to the EHD for <br />approval prior to issuance of building permits. To issue a permit to operate, concurrence from <br />the Water Board is required. A yearly permit to operate a public water system will be required <br />by the Environmental Health Department prior to sign off of the certificate of final occupancy <br />(San Joaquin County Development Title, Section 9-602.010 and 9-601.030.). <br />The supplier must possess adequate financial, managerial, and technical capability to assure <br />delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin <br />County Development Title, Sections 9-602.010 and 9-601.030 and C.C.R., Title 22, and <br />Health and Safety Code, Section 116525 116570. <br />5) Construction of an individual sewage disposal system(s) under permit and inspection by the <br />Environmental Health Department is required at the time of development (San Joaquin <br />County Development Title, Section 9-1110.3 & 9-1110.4). <br />6) Designated Remainder: The designated remainder parcel is non -buildable for living <br />structures until the Environmental Health Department receives and approves a Soil <br />Suitability and Nitrate Loading Study showing the remainder parcel is suitable for septic <br />system usage including a percolation test (San Joaquin County Development Title, Section <br />9-1105.11(b)). <br />7) Destroy any abandoned well(s) under permit and inspection by the Environmental Health <br />Department as required by San Joaquin County Development Title, Section 9-1115.5(e). <br />8) Construction of an individual domestic water well under permit and inspection by the <br />Environmental Health Department is required at the time of development (San Joaquin <br />County Development Title, Section 9-1115.3). <br />9) Any geotechnical drilling shall be conducted under permit and inspection by The <br />Environmental Health Department (San Joaquin County Development Title, Section 9- <br />1115.3 and 9-1115.6). <br />10) In areas zoned Rural Residential, where parcels one (1) acre or more in size suitability of an <br />area for septic tank usage will be considered if served by a public water system and public <br />storm drainage system (San Joaquin County Development Title, Section 9-1105.2 (d)(6)). <br />1868 E.
