The County of San Joaquin does not have the ability <br /> to provide the needed urban services. The application states that"services (e.g., sewer and drainage) will <br /> be provided by the City of Stockton". A city including the City of Stockton cannot provide municipal <br /> services outside its jurisdictional boundary without approval by LAFCo. There has been no such <br /> approval. Out-of-Agency Service to new urban development or the increase intensity of development is <br /> an inappropriate use of this process. Out-of-Agency service is used by LAFCo to provide services to <br /> institutional uses and for existing development in need of services in anticipation of annexation. New <br /> urban development does not meet this criterion.
