The business plan information for <br /> 2022 and 2021 was submitted late. <br /> REGULATION GUIDANCE: The hazardous materials inventory shall be submitted by January 15 of each calendar <br /> year and may be submitted beginning November 1 of the previous year. <br /> CORRECTIVE ACTION: Provide a corrective action statement to the San Joaquin County Environmental Health <br /> Department within 30 days. <br /> This is a minor violation. <br /> 11 HSC 25505(a)(4) Failed to provide or document initial and/or refresher training to appropriate personnel. <br /> OBSERVATION: No training records for the year 2021 were available during the inspection. <br /> REGULATION GUIDANCE: The business plan shall include provisions for ensuring that appropriate personnel <br /> receive initial and annual refresher training.All employees shall be trained in safety procedures in the event of a <br /> release or threatened release of a hazardous material, including, but not limited to,familiarity with the following <br /> plans and procedures: <br /> (A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified <br /> program agency. <br /> (B)Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br /> persons, property, or the environment. <br /> (C) Evacuation plans and procedures, including immediate notice,for the business site. <br /> This training shall be documented electronically or by hard copy and shall be made available for a minimum of three <br /> years. <br /> CORRECTIVE ACTION: Immediately provide a corrective action statement to the EHD. <br /> This is a Class II violation. <br /> 12 HSC 25505(c) Failed to have the HMBP readily available to facility or EHD personnel. <br /> OBSERVATION: Personnel at this facility do not have access to the contingency plan. <br /> REGULATION GUIDANCE: Emergency response plans and procedures, chemical inventory, and site map shall be <br /> readily available to personnel of the business or facility with responsibilities for emergency response or training. <br /> CORRECTIVE ACTION: Immediately make this content available on site, either electronically or in hard copy <br /> format. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> FA0018644 PR0527513 SCO01 05/04/2022 <br /> EHD 19-01 Rev.9/16/2020 Page 3 of 4 Hazardous Materials Program OIR <br /> 1868 E.
