Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />February 17, 2022 <br /> Facility Address: <br /> 9850 LOWER SACRAMENTO RD, STOCKTON <br /> Facility Name: <br /> ALPINE MEATS INC <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. <br />OBSERVATION: The Hazardous Materials Inventory forms for the used oil and Traffikk were not complete. <br />-The incorrect max daily amount of used oil was listed in the plan. The facility has several 55 gallon drums on site <br />that can store used oil. In addition, the location of the oil needs to be updated to include storage in the engine room. <br />-The incorrect location was listed for Traffikk. The chemical is stored near the loading dock. <br />REGULATION GUIDANCE :The Hazardous materials inventory information must be current and submitted as part <br />of the business plan. <br />CORRECTIVE ACTIONS: This was corrected on site. <br />----------------------------------------------------------------- <br />OBSERVATION: One diesel generator was observed holding 115 gallons (335 maximum capacity) in the back of <br />the facility. <br />The facility added approximately 1312.5 cubic feet of freon to replace a part of the ammonia system. <br />Obsolete federal hazard categories were used for multiple chemicals. <br />REGULATION GUIDANCE: Any material that meets or exceeds the reportable quantity shall be reported in the <br />facility's business plan. <br />CORRECTIVE ACTIONS: This was corrected on site. <br />This is a repeat violation, Class II. <br /> 6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content. <br />OBSERVATION: The site map is incomplete. <br />The site map is missing the following elements: loading areas, internal roads, adjacent streets, storm and sewer <br />drains, emergency response equipment, emergency shutoffs, and hazardous material storage areas. <br />REGULATION GUIDANCE: A site map shall contain a north orientation, loading areas, internal roads, adjacent <br />streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous <br />material handling and storage areas, and emergency response equipment. <br /> If a site map element is not applicable for your facility then list it on the map and label as “NA". <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a repeat violation, Class II. <br />FA0009294 PR0519523 SC001 02/17/2022 <br />EHD 19-01 Rev. 12/06/2021 Hazardous Materials Program OIRPage 2 of 5 <br />1868 E.
