Item No. 3 <br /> PC : 4-21-88 <br /> MS-88-60 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission deny the Minor <br /> Subdivision based on the inability to make Findings 1 , 2 , and 4 <br /> listed below: <br /> FINDINGS <br /> 1 . "The proposed map is consistent with applicable General and <br /> Specific Plans as specified in Section 65451 of the <br /> Subdivision Map Act . " <br /> Staff cannot make this finding because the proposal is <br /> contrary to the provisions of the GA zone, which is the <br /> implementing zone for the General Plan, and because the <br /> proposal does not meet the minimum requirements for <br /> creation of a homesite parcel . The proposal , also, is not <br /> consistent with the agricultural policy which discourages <br /> further fragmentation of agricultural land. <br /> 2 . "The design or improvement of the proposed subdivision is <br /> consistent with applicable General and Specific Plans. " <br /> Staff cannot make this finding because the proposal further <br /> fragments an agricultural property and does not meet the <br /> minimum requirements for creation of a homesite parcel . <br /> 3 . "The site is physically suitable for the type of <br /> development . " <br /> ° Staff can make this finding because the parcel can accom- <br /> modate all necessary facilities on the site. <br /> 4 . "The site is physically suitable for the proposed density of <br /> development . " <br /> Staff cannot make this finding because the applicant does <br /> not qualify as an owner-operator, and the further fragmen- <br /> tation of the parcel will reduce the agricultural viability <br /> of the land. <br /> 5 . "The design of the subdivision or the proposed improvements <br /> are not likely to cause substantial environmental damage or <br /> substantially and avoidably injure fish or wildlife or their <br /> habitat . " <br /> Staff can make this finding because an Initial Study pre- <br /> pared for the project did not identify any rare or <br />
