Item No. 4 PC : 10-6-88 MS-89-5 Page 1 RECOMMENDATION It is recommended that the Planning Commission deny the Minor Subdivision based on the inability to make Findings 1 and 2 . FINDINGS 1 . "The proposed map is consistent with applicable General and Specific Plans . " ° The finding cannot be made because the proposal is contrary to provisions pertinent to the GA zone, which is the imple- menting zone for the General Plan designation of Agriculture . Specifically, the application does not meet the minimum requirements for the creation of a homesite parcel . The proposal is also inconsistent with agri- cultural policies which discourage the fragmentation of agricultural land. There are no applicable Specific Plans . 2 . "The design or improvement of the proposed subdivision is consistent with applicable General and Specific Plans. " This finding cannot be made because the proposed applica- tion would further fragment agricultural property and does not meet the minimum requirements for the creation of a homesite parcel . There are no applicable Specific Plans. 3 . "The site is physically suitable for the type of development . " ° This finding can be made because the parcel is large enough to accommodate all of the proposed facilities and improve- ments . 4 . "The site is physically suitable for the proposed density of development . " ° This finding can be made because the site, as proposed, is adequately sized to accommodate all required on-site ser- vices. 5 . "The design of the subdivision or the proposed improvements are not likely to cause substantial environmental damage or substantially and avoidably injure fish or wildlife or their habitat . " ° This finding can be made because an Initial Study prepared for the project did not identify any rare or endangered species on the site, nor did it identify any substantial , adverse environmental effects .
