"The proposed map is consistent with applicable General and <br /> Specific Plans . " <br /> ° The finding cannot be made because the proposal is contrary <br /> to provisions pertinent to the GA zone, which is the imple- <br /> menting zone for the General Plan designation of <br /> Agriculture . Specifically, the application does not meet <br /> the minimum requirements for the creation of a homesite <br /> parcel . The proposal is also inconsistent with agri- <br /> cultural policies which discourage the fragmentation of <br /> agricultural land. There are no applicable Specific Plans . <br /> 2 . "The design or improvement of the proposed subdivision is <br /> consistent with applicable General and Specific Plans. " <br /> This finding cannot be made because the proposed applica- <br /> tion would further fragment agricultural property and does <br /> not meet the minimum requirements for the creation of a <br /> homesite parcel . There are no applicable Specific Plans. <br /> 3 . "The site is physically suitable for the type of development . " <br /> ° This finding can be made because the parcel is large enough <br /> to accommodate all of the proposed facilities and improve- <br /> ments . <br /> 4 . "The site is physically suitable for the proposed density of <br /> development . " <br /> ° This finding can be made because the site, as proposed, is <br /> adequately sized to accommodate all required on-site ser- <br /> vices. <br /> 5 . "The design of the subdivision or the proposed improvements <br /> are not likely to cause substantial environmental damage or <br /> substantially and avoidably injure fish or wildlife or their <br /> habitat . " <br /> ° This finding can be made because an Initial Study prepared <br /> for the project did not identify any rare or endangered <br /> species on the site, nor did it identify any substantial , <br /> adverse environmental effects . <br />
