(GX-94-1 ) Dear Mr. Martin: The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) has reviewed the project referenced above and offers the following comments: San Joaquin Valley's air quality has been designated nonattainment by the EPA and the California Air Resources Board for the following pollutants, PM10 (fine particulate matter) and 03. (ozone). The California Clean Air Act (AB2595), requires areas that are designated nonattainment to reduce emissions 5% annually until standards are met. The District encourages the project proponent to take all feasible measures from the following list to reduce the amount of PM10 entrained as a result of the project. • All material excavated, graded or otherwise disturbed should be sufficiently watered to prevent excessive amounts of dust. Watering should occur at least twice daily with complete coverage, preferably in the late morning and after work is done for the day. • All clearing, grading, earth moving, or excavation activities should cease when wind speeds are equal to or greater than 20 mph. • On-site vehicle speed should be limited to 15 mph.
