San Joaquin Valley
Unified Air Pollution Control District
I.... C
April 12, 1994
r.
Chandler Martin
San Joaquin County APR 151994
Community Development Department
1810 East Hazelton Avenue WmmUwi I i UL.;
Stockton, Ca 95205 PLANNING
SUBJECT: AN AGRICULTURAL EXCAVATION APPLICATION TO LEVEL 20 ACRES
TO THE AVERAGE SURROUNDING ELEVATION TO ENHANCE THE
AGRICULTURAL PRODUCTIVITY OF LAND. (GX-94-1 )
Dear Mr. Martin:
The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) has
reviewed the project referenced above and offers the following comments:
San Joaquin Valley's air quality has been designated nonattainment by the EPA and
the California Air Resources Board for the following pollutants, PM10 (fine particulate
matter) and 03. (ozone). The California Clean Air Act (AB2595), requires areas that are
designated nonattainment to reduce emissions 5% annually until standards are met.
The District encourages the project proponent to take all feasible measures from the
following list to reduce the amount of PM10 entrained as a result of the project.
• All material excavated, graded or otherwise disturbed should be sufficiently
watered to prevent excessive amounts of dust. Watering should occur at least
twice daily with complete coverage, preferably in the late morning and after
work is done for the day.
• All clearing, grading, earth moving, or excavation activities should cease when
wind speeds are equal to or greater than 20 mph.
• On-site vehicle speed should be limited to 15 mph.
David L Crow-
Executive Director,Air Pollution Control 0„07cer
999-.oLr-re S:ree! -Z_:e F,esno.ZA 9372' 2091 0 ;CC•-4,X,2,91 233-2057
Northern Region Central Region Southern Region
•t caesc Z=95358 999 e 3,,ee!Sto 200•Fresrc 93 = _-0`.t Street.Su to 275•9akersse,o.CA 9330'
_-c 209,c-5.8652 .-C9=97.',CC•=a.;2091233 275- ,805)8613682•Fa.t805)861 2060
®P—tea on Rec clea Pacer
