NOTICE OF PREPARATION <br /> ENVIRONMENTAL IMPACT REPORT NO. ER-96-2 <br /> On the basis of the Initial Study prepared for the project described below, the Environmental Review <br /> Officer has determined that the project may have a significant impact on the environment and hereby <br /> gives notice that an Environmental Impact Report is to be prepared in accordance with the provisions of <br /> the California Environmental Quality Act (CEQA), as amended. <br /> APPLICATION <br /> The applicant has submitted Quarry Excavation Application No. QX-94-1 to expand an existing, permitted <br /> quarry excavation. The applicant is proposing to excavate approximately 67 million tons of material in <br /> three phases over approximately 50 years. <br /> PROJECT <br /> The applicant, Brown Sand, Inc., is proposing to expand the permitted reserves of its existing sand and <br /> gravel mine in the southern portion of San Joaquin County, north of the intersection of Interstates 5 and <br /> 580. The existing sand and gravel mine has been in operation since 1986. Of the 501-acre site, <br /> approximately 283 acres will be disturbed. The applicant is proposing to excavate in three phases over <br /> a 50-year period. Excavation will continue in the existing, permitted pit, in the far southem corner of the <br /> site, to a depth of 50 feet. This pit will ultimately be filled and reclaimed to the original pre-mining grade. <br /> The proposed excavations on the remaining portion of the site will include the excavation of three large <br /> pits, approximately 150 feet deep, to be reclaimed to a final depth of approximately 100 to 130 feet. <br /> Working slopes and final slopes of these three pits will be 2:1, with no backfill required. The proposed <br /> end use after reclamation will be grazing. <br /> The site is presently used for sand and gravel mining, grazing, and orchards. Surrounding land uses <br /> include mining, agriculture (orchards and grazing), and open space. The 121-acre portion of the site west <br /> of 1-580 is shown within the boundaries of the project area as 'Reserve.' However, no disturbance of this <br /> portion of the site is proposed, and any expansion of quarry activities into this area would require <br /> additional permitting and environmental review. <br /> PROJECT SIZE <br /> The project site is a total of 501.11 acres, of which 282.7 acres will be excavated. <br /> LOCATION <br /> The project is located in the southern portion of San Joaquin County, north of the intersection of <br /> C7 <br /> states-5-and-5-89 fT-4 c. a <br /> Notice of Preparation - 1 - ER-96-2 <br />
