Oily saturated absorbent observed on the floor shop underneath the grape harvester. <br /> Employee was not sure where to dispose of the contaminated absorbent. Shop does not have a container for oily <br /> solid/oily absorbent disposal. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with <br /> proper waste handling and emergency procedures, relevant to their responsibilities during normal facility operations <br /> and emergencies. <br /> CORRECTIVE ACTION: Immediately train the employees. Provide proof of training within 30 days to the San <br /> Joaquin County Environmental Health Department(EHD)for employees whose responsibilities include hazardous <br /> waste. <br /> This is a Class II violation. <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: The facility could not provide any consolidated manifest receipts for hazardous waste streams( <br /> Used Oil and Oily Absorbent)transported from the site in the past three years. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action <br /> regarding the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Locate the receipts/manifests for Used Oil and Oily Absorbent for the last three years . <br /> Maintain the records on-site for three years from the date of shipping and provide a copy to the San Joaquin <br /> County Environmental Health Department(EHD). <br /> If the receipts cannot be found, provide a statement to the EHD that future receipts will be maintained on-site for <br /> three years. <br /> This is a Class II violation. <br /> 119 HSC 25404(e)(4) Failed to report accurate program data in the California Environmental Reporting System <br /> (CERS). <br /> OBSERVATION: The facility does not have an EPA ID number under the business activity section in the California <br /> Environmental Reporting System (CERS) <br /> REGULATION GUIDANCE: Each regulated business shall report program data electronically on the CERS <br /> website. <br /> CORRECTIVE ACTION: Immediately apply for an EPA ID number and report the data to the CERS website. <br /> Provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. <br /> This is a Class II violation. <br /> FA0017426 PR0539887 SCO01 05/06/2022 <br /> EHD 22-01 Rev.12/06/2021 Page 5 of 8 Small Quantity Hazardous Waste Generator OIR <br /> 1868 E.
