Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />May 11, 2022 <br /> Facility Address: <br /> 2073 S CENTRAL PKWY, MOUNTAIN HOUSE <br /> Facility Name: <br /> San Joaquin Delta College South Campus at <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 9 HSC 25508.2 Failed to annually review and certify that the HMBP is complete and accurate by the due date. <br />OBSERVATION: The business plan information has not been reviewed and resubmitted in the California <br />Environmental Reporting System (CERS) annually by the due date, January 15. <br />- The 2020 business plan was submitted late on 1/24/2020 <br />- The 2021 business plan was submitted on time on 1/14/2021 <br />- The 2022 business plan was submitted on time on 1/12/2022 <br />REGULATION GUIDANCE: The hazardous materials business plan shall be submitted by January 15 of each <br />calendar year and may be submitted beginning November 1 of the previous year. <br />CORRECTIVE ACTION: Ensure Hazardous Materials Business Plans are submitted annually by January 15 by <br />logging into the CERS at http://cers.calepa.ca.gov/, entering the correct or updated information, and submitting to <br />the EHD for approval. <br />This is a minor violation. <br /> 11 HSC 25505(a)(4) Failed to provide or document initial and/or refresher training to appropriate personnel. <br />OBSERVATION: Training records were not observed on site for the past 3 years. Per Injury Illness and Prevention <br />Program, Section 11 Record Keeping and Documentation, employee/volunteer training is retained for 3 years. <br />REGULATION GUIDANCE: The business plan shall include provisions for ensuring that appropriate personnel <br />receive initial and annual refresher training. All employees shall be trained in safety procedures in the event of a <br />release or threatened release of a hazardous material, including, but not limited to, familiarity with the following <br />plans and procedures: <br />(A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified <br />program agency. <br />(B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br />persons, property, or the environment. <br />(C) Evacuation plans and procedures, including immediate notice, for the business site. <br />This training shall be documented electronically or by hard copy and shall be made available for a minimum of three <br />years. <br />CORRECTIVE ACTION: Immediately provide employee training for appropriate personnel and submit a copy of the <br />training records to the EHD. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Conducted a Hazardous Materials Business Plan (HMBP) inspection. There were 4 violation(s) during the <br />inspection.
