AM
Supporting Information
Application for Household Hazardous Waste Activity Variance
1. The County of San Joaquin is requesting a variance from HSC, section 25160
(manifesting requirements)
2. The County operates temporary HHW collection events on a regular basis throughout
the County. In conjunction with the collection events held in the larger Cities, the County
frequently holds satellite events in smaller, less populated areas. These satellite events
usually service less than 50 participants and generate small amounts of waste. These
events are operated under Permit by Rule regulations. The County is requesting a variance
to allow the transportation of the wastes from the satellites sites to the main collection site
for further consolidation utilizing a modified manifest.
3. The satellite events are open to all residents of San Joaquin County to drop off
household wastes. However, due to the location of the events, it is anticipated that only
residents within a 10 mile radius will attend the satellite sites. The waste will be
transported to the collection event by the residents.
4. The satellite events typically service approximately 20 cars. San Joaquin County HHW
events typically see about 87 pounds of waste per car. Thus, the amount of waste to be
transported is approximately 1,800 pounds per satellite event. Waste will be transported
under this variance approximately 10-12 times per year as this is how often the satellite
events are held.
5. The events will be operated by MSE Environmental, Inc. All collected wastes will be
packaged and labeled per DOT regulations prior to transport to the main collection site.
6. The expected wastestreams are paints, motor oil, antifreeze, gasoline, thinners, cleaners
and pesticides. They will be shipped utilizing the following DOT shipping names:
Non-RCRA Hazardous Waste Liquid
Non-RCRA Hazardous Waste Solid
Paint Related Material
Flammable Liquids, n.o.s.
Flammable Solids, Organic, n.o.s.
Pesticide Liquid, Flammable, n.o.s.
Pesticide Solids, n.o.s.
Corrosive Liquids, Inorganic, n.o.s.
Caustic Alkali Liquids, n.o.s.
Aerosols
Oxidizing Liquid, n.o.s.
Oxidizing Solid, n.o.s.
This list is not all-inclusive as we can not determine exactly what might be brought in.
Other collected wastes will be shipped utilizing the proper DOT shipping name.
