Supporting Information
Application for Household Hazardous Waste Activity Variance
1. The County of San Joaquin is requesting a variance from HSC, section 25201 (facility
permit requirements)
2. The County is requesting a variance to allow the operation of a three day temporary
Household Hazardous Waste Collection events to be held at the following location:
San Joaquin Delta College
Shima Lot #2
5151 Pacific Avenue
Stockton, CA 95207
The HHW events will be operated in accordance with all State and Federal regulations,
excepting HSC 25201, and follow the requirements of programs operating under Permit
By Rule Regulations.
3. The event will be open for all residents of San Joaquin County to drop off household
wastes. Due to the location of the event and frequency of events in other County locations, r
it is anticipated that the majority of participants will come from Stockton, with some
coming from Lathrop and Manteca. The waste will be transported to the collection event by
the residents.
4. Based on past participation, it is anticipated that 800-1200 residents will participate in
the collection program. County sponsored HHW events average 87 pounds of waste per
car. Therefore we can expect to receive between 70,000 - 105,000 pounds of waste over
the three day collection period. The County sponsors events at this location once a year.
5. Advertising for the events will specify that waste should be carefully packaged in boxes
for transportation to the collection event. Contractor personnel will properly package, label
and manifest all collected wastes in accordance with DOT regulations for shipment to the
appropriate TSD Facilities.
6. The expected wastestreams are paints, motor oil, antifreeze, gasoline, thinners, cleaners
and pesticides. They will be shipped utilizing the following DOT shipping names:
Non-RCRA Hazardous Waste
Paint Related Material
Flammable Liquids, n.o.s.
Flammable Solids, Organic, n.o.s.
Pesticide Liquid, Flammable, n.o.s.
Pesticide Solids, n.o.s.
Corrosive Liquids, Inorganic, n.o.s.
Caustic Alkali Liquids, n.o.s.
Aerosols
Oxidizing Liquid, n.o.s.
Oxidizing Solid, n.o.s.
This list is not all-inclusive as we can not determine exactly what might be brought in.
Other collected wastes will be shipped utilizing the proper DOT shipping name.
