Box 1810 <br />Stockton, California 94201 <br />Gray Davis <br />Governor <br />HHWVAR010202 -- VARIANCE AUTHORIZING SAN JOAQUIN COUNTY TO <br />OPERATE A MATERIALS EXCHANGE PROGRAM (MEP) AT THE SAN JOAQUIN <br />COUNTY TRANSFER FACILITY <br />Dear Ms. Hudson: <br />This letter is in response to San Joaquin County Department of Public Works' request <br />for a variance to operate an MEP at the San Joaquin County Transfer Facility located at <br />2323 East Lovelace Road, Manteca. San Joaquin County proposes to deliver usable <br />household products/materials to a central location for the purpose of reissuance to the <br />public, thereby reducing landfill volumes. <br />The Department of Toxic Substances Control (DTSC) has completed its review of your <br />January 29, 2001 request for a variance to operate the MEP site. Based on the <br />information contained in your submittal the Department of Toxic Substances Control <br />(DTSC) is granting a variance to San Joaquin County Department of Public Works <br />subject to the conditions and limitations set forth in the attached document. <br />Pursuant to the Health and Safety Code (HSC), section 25205.3, household hazardous <br />waste collection facilities operated by local government agencies are exempt from all <br />fees imposed by HSC, Article 9.1. Therefore, no fees will be assessed for the operation <br />of these authorized collection activities. <br />The energy challenge facing California is real.
