SUPPORTING INFORMATION
APPLICATION FOR HOUSEHOLD HAZARDOUS WASTE ACTIVITY VARIANCE
Along with the Application for Hazardous Waste (HW) Activity Variance, we will need the following information to
determine whether or not a variance will be issued. Please give your answers on a separate piece of paper and attach it to
the signed Application for Hazardous Waste Activity Variance.
1. What HSC or Title 22, California Code of Regulation sections are you requesting a variance from?
a. HSC, section 25201 (facility permit requirements)
X b. HSC, section 25160 (manifest requirements)
X c. HSC, section 25163 (a) (HW transporter/hauler registration requirements)
d. Other HSC, section(s)
e. Title 22, Cal. Code Regs., section(s)
2. Describe the physical characteristics and chemical composition of the HW or the specification of the HW
management activity to which the variance applies (e.g., CESQG, HHW).
The waste being transported is RCRA Exempt waste generated by Conditionally Exempt Small Quantity Generators
as defined by 40CFR 261.5 and H&S Code 25218.1(a). The waste may be solid, liquid or aerosols. The typical
waste collected is paint and paint products, automotive products including motor oil and antifreeze, and photo
chemicals, inks and solvents.
The specific hazardous waste management activity to which this variance will apply is self -transportation of
conditionally exempt small quantity generator (CESQG) hazardous waste of up to 27 gallons or 220 lbs.
3. Whose waste will be collected? From where will the HW be transported?
This waste is generated by CESQGs in San Joaquin County. Each business will be responsible for transporting their
own waste from their business location.
4. What quantities of HW are involved? How frequently will HW be transported under this variance?
The amounts of hazardous waste to be collected from and transported by each business shall be limited to a total
quantity of 100 kilograms (approximately 220 pounds or 27 gallons) per load. CESQG appointments will be scheduled
for collection on Fridays and Saturdays. They will be scheduled during non-HHW collection hours only and will fall
within the hours set forth in the PBR for each site. Each generator will be allowed only one disposal of this amount per
month.
5. How will the HW be packaged, marked or labeled for transportation?
The hazardous waste will be packaged by the CESQG in containers of 5 -gallon size or smaller. When the generator
calls to make an appointment for this disposal program, they must disclose the type and quantity of waste they will be
transporting. Contractor personnel will assist the generator with labeling and marking requirements to be met prior to
transporting their waste, depending on the type of waste they wish to transport.
(Revised 8/01)
