500 E Louise Ave
Lathrop, San Joaquin County - 2 - 12 April 2019
randomly located unpermitted waste pits and diesel fuel release cleanup. In addition, Mr.
Ashton of Engineered Construction Services was identified as the land owner/legally
responsible party for the Site in its February 2019 Notice of Intent (NOI) application
submitted to the State Water Board's Division of Water Quality. The site location is
depicted in Attachment 1. As current owners, the Dischargers have the ability and
authority to control conditions at the property, including discharges of waste.
2. The Site was purchased by Dana Parry in early 2015 and has been undergoing
evaluation and remediation to address historical contamination from waste disposal
practices that include several unpermitted waste pits and a diesel spill release. From
approximately 1960 through early 2015, the site operated a large furnace and air
pollution control system to manufacture safety and security glass products. The former
owners documented manufacturing waste handling and disposal practices during its
operational period that included random pothole-type method of unpermitted landfilling of
manufacturing waste materials, baghouse scrubber air pollution control system
residuals, and debris (metal, plastic, wood, and trash).
ENVIRONMENTAL INVESTIGATION SUMMARY
3. Beginning in early 2015, Central Valley Water Board staff worked extensively with Mr.
Parry and his consultants as well as San Joaquin Environmental Health Department
(SJCEHD) and Cal-Recycle to provide oversight of site investigations to locate, define,
and remediate waste cells and evaluate the potential water quality impacts from past site
practices. To date, three waste cells have been defined, excavated, and remediated in
accordance with relevant and applicable regulations, oversight and documentation. The
North and South Waste Cells were located along the southwestern border and Waste Unit
1 (WU1) was situated just south of the railroad tracks on the southwestern corner of the
Site. The locations of the three unpermitted waste cells are also depicted in Attachment 2.
Additionally, another glass manufacturing waste pit was located beneath the neighboring
cogeneration plant property in March 2019 located at 17200 Murphy Parkway. This
neighboring property was originally part of the 500 E Louise Ave parcel before being sold
off to San Joaquin Cogeneration LLC which constructed a natural gas cogeneration plant
on the property after purchase.
4. Site constituents of concern (COCl) include: dioxins, furans, PCBs, Title 22 metals,
SVOCs, PAHs, nitrates, TDS, and TPH. Site characterization of the glass manufacturing
waste materials from WU1 show elevated levels of metals, PCBs, and dioxin and furans.
Analysis of groundwater beneath the site show detections of nitrates, TDS, arsenic, and
TPH above screening levels.
5. On 28 March 2019 staff of the Central Valley Water Board and SJEHD were onsite to
observe the implementation of AdvancedGeo Environmental's (AGE) 22 February 2019
WU1 Clean Closure Plan and Work Plan Addendum (Excavation and Material
Management Plan) to define, remove, dispose, and confirm waste removal and
remediation for WU1 located at the southwestern portion of the Site along the boundary
with Parcel B at 17100 Murphy Parkway. Staff observed four large earth movers and
several other construction vehicles operating on the eastern portion of the Site. The
eastern portion of the Site includes a diesel spill cleanup area that has been undergoing
remediation with dual-phase extraction, Staff observed the following:
