Although the work <br />plan is essentially the same as was implemented for WU-1 on parcel B, the objective of the present work is to obtain <br />Clean Closure, which is different from the work done on Parcel B. <br /> <br />Regional Board staff have been concentrating on the adjoining CoGen facility, as that Responsible Party (RP) had met <br />with us and discussed their needs. We appreciate RPs who want to move forward with environmental remediation, <br />and we do our best to facilitate their needs as we do not want to be the obstacle that prevents environmental <br />remediation from occurring. However, the work has to meet State standards and it is our responsibility to make sure <br />that the proposed work accomplishes what needs to be done, both for the RPs needs and to meet the regulations that <br />we are responsible to uphold. <br /> <br />That being said, at no time did you or your consultant inform us that the excavation was scheduled to proceed, even <br />though you had scheduled it two weeks ago. My conclusion is that there was no good faith effort to coordinate with our <br />agency. As you mentioned on the phone yesterday, you have scheduled multiple contractors without informing <br />Regional Water Board staff. <br /> <br />I am glad that SJEHD will be present, and that gives me confidence that the work will be accomplished as proposed in <br />the work plan.
