<br /> <br /> <br /> <br />EKI B90047.00 Page 3 Former Pilkington North America Site <br /> Lathrop, California <br />water feature in the vicinity of the Site is the San Joaquin River located approximately 1.5 miles <br />to the west. <br /> <br />1.3 Environmental Conditions <br /> Previous Environmental Investigations and Remediation <br />Previous environmental investigations and remediation at the Site have been conducted under <br />the oversight of the San Joaquin County Environmental Health Department (“EHD”), the RWQCB, <br />and/or CalRecycle. The identified areas with known or suspected environmental impacts <br />associated with the former PNA glass making operations are summarized below and are shown <br />on Figure 1-2. Table 1-1 summarizes SMP-related site reports that provide waste and soil <br />management protocols and procedures that were developed and implemented for specific areas <br />of waste remediation. <br /> <br />• Waste Unit 1 (“WU1”): The property at 17100 Murphy Parkway (Parcel Number 198-120- <br />09), referred to herein as “Parcel B” is located immediately to the south/southwest of the <br />Site (Figure 1-2 – Appendix B). The western portion of Parcel B was historically used as a <br />disposal facility for waste glass, glass-making materials and rubbish from the former PNA <br />operations on the Site (AGE, 2018a). The disposal facility was designated as SWIS 39-CR- <br />0022 in 1993, and within SWIS 39-CR-0022 there are three subareas, one of which was a <br />capped landfill area containing glass cullet (small pieces of broken glass that could be and <br />were reused/recycled in the manufacturing process). It is referred to here as WU1 and <br />was located in the northwest corner of Parcel B along the southern boundary of the <br />Former PNA Site separate and apart from the North and South Waste Cells discussed <br />below (Figure 1-2). Excavation and removal of glass cullet from the portion of WU1 <br />located on Parcel B was completed in April 2018 in accordance with the Excavation and <br />Material Management Plan (“EMMP”), dated 9 May 2018 (BAI, 2018a)(Appendix C) and <br />the EMMP addendum, dated 22 March 2018 (BAI, 2018b)(Appendix D). Extensive <br />analyses of materials from WU1 demonstrated that the landfilled material was not <br />hazardous, however, additional waste characterization testing found select Title 22 <br />metals above levels of concern for potential leaching to groundwater. As proposed in the <br />Revised Waste Materials Reuse Plan (BAI, 2018c), which is provided as Appendix E and <br />was approved by the RWQCB, waste material above leaching goals was utilized in the <br />foundation of the building constructed on Parcel B (analytical data are summarized in <br />Appendix F) by emplacing the waste material beneath hardscape and treating the upper <br />one foot of waste material using fixation with cement (a binding process to red uce <br />leaching potential). <br />• Waste Unit 1 Sliver (“WU1 Sliver”): During excavation of WU1 on Parcel B, it was <br />determined that a sliver of WU1, also located within SWIS 39-CR-0022 extended to the <br />north onto the Former PNA Site (Figure 1-2). The WU1 Sliver extends approximately 25 <br />to 35 feet onto the Former PNA Site and is approximately 250 to 350 feet long (AGE,
