Collection of a
glass/cement sample was agreed to at that meeting. The sample will be analyzed for the
list requested by the RWQCB in an email dated 6 May 2019. The list is provided below .
The results will be reported in a memorandum to the RWQCB. If chemical testing does
not indicate any concentrations above screening goals, these materials will be reused on
the Site.
• Rail Spur Ramp: A former rail spur ramp located southeast of the main building was
partially bulldozed (Figure 1-2) and its steel and concrete retaining wall was removed.
There is glass cullet, soil, and cement associated with this structure. The area was
discussed in a Site meeting with RWQCB representatives and EKI on 30 April 2019.
Collection of a composite soil sample consisting of glass, soil, and cement was agreed to
at that meeting. The sample will be analyzed for the list requested by the RWQCB in an
email dated 6 May 2019. The list is provided below. The results will be reported in a
memorandum to the RWQCB. If chemical testing does not indicate any concentrations
above screening goals, these materials will be reused on the Site.
• Pile of Glass Material and Soil Slurry in Field: There is an area of glass material and soil
slurry on the east side of field to east of the main building (Figure 1-2). This area was
discussed in a Site meeting with RWQCB representatives and EKI on 30 April 2019.
Collection of a glass sample was agreed to at that meeting. If chemical testing
does not indicate any concentrations above screening goals, these materials will be
reused on the Site.
• The chemical analytical list for these four samples is:
o Total petroleum hydrocarbons (“TPH”) as gasoline, diesel, and motor oil by EPA
Method 8015B
o Semi-volatile organic compounds (“SVOCs”) by EPA Method 8270C
o Polychlorinated biphenyls (“PCBs”) EPA Method 8082
o Dioxins and Furans by EPA Method E1613
o Title 22 Metals Total Threshold Limit (“TTLC”) by EPA Method 6010/200.7; Soluble
Threshold Limit (“STLC”) to be analyzed for any metals with TTLC exceeding 10 times
the STLC; for samples with metals above the commercial/industrial screening levels,
please follow up with Title 22 metals by Waste Extraction Method (“WET”) by EPA
Method 1311 using deionized water as the extractant.

Identified Chemicals of Concern
As described in documents identified above, the following chemicals of concern (“COCs”) were
identified at the Site.
