Order <br />2009-0009-DWQ amended by 2010-0014-DWQ & 2012-0006-DWQ <br /> 7 <br />contribute significant pollutant loads to receiving waters. Measures to <br />control spills, leakage, and dumping, and to prevent illicit connections <br />during construction must be addressed through structural as well as <br />non-structural Best Management Practices (BMPs)3. The State Water <br />Board recognizes, however, that certain non-storm water discharges <br />may be necessary for the completion of construction. <br /> <br />40. This General Permit prohibits all discharges which contain a <br />hazardous substance in excess of reportable quantities established in <br />40 C.F.R. §§ 117.3 and 302.4, unless a separate NPDES Permit has <br />been issued to regulate those discharges. <br /> <br />41. This General Permit incorporates discharge prohibitions contained in <br />water quality control plans, as implemented by the State Water Board <br />and the nine Regional Water Boards. <br /> <br />42. Pursuant to the Ocean Plan, discharges to Areas of Special Biological <br />Significance (ASBS) are prohibited unless covered by an exception <br />that the State Water Board has approved. <br /> <br />43. This General Permit prohibits the discharge of any debris4 from <br />construction sites. Plastic and other trash materials can cause <br />negative impacts to receiving water beneficial uses. The State Water <br />Board encourages the use of more environmentally safe, <br />biodegradable materials on construction sites to minimize the potential <br />risk to water quality. <br /> <br />F. Training <br /> <br />44. In order to improve compliance with and to maintain consistent <br />enforcement of this General Permit, all dischargers are required to <br />appoint two positions - the Qualified SWPPP Developer (QSD) and the <br />Qualified SWPPP Practitioner (QSP) - who must obtain appropriate <br />training. Together with the key stakeholders, the State and Regional <br />Water Boards are leading the development of this curriculum through a <br />collaborative organization called The Construction General Permit <br />(CGP) Training Team. <br /> <br />45. The Professional Engineers Act (Bus. & Prof. Code section 6700, et <br />seq.) requires that all engineering work must be performed by a <br />California licensed engineer. <br /> <br />3 BMPs are scheduling of activities, prohibitions of practices, maintenance procedures, and other <br />management practices to prevent or reduce the discharge of pollutants to waters of the United States. BMPs <br />also include treatment requirements, operating procedures, and practice to control site runoff, spillage or <br />leaks, sludge or waste disposal, or drainage from raw material storage. <br /> 4 Litter, rubble, discarded refuse, and remains of destroyed inorganic anthropogenic waste.
