Risk Level 3 dischargers with with direct discharges to surface waters <br />shall conduct receiving water monitoring whenever their effluent <br />monitoring results exceed the receiving water monitoring triggers. If <br />the pH trigger is exceeded, the receiving water shall be monitored for <br />pH for the duration of coverage under this General Permit. If the <br />turbidity trigger is exceeded, the receiving water shall be monitored for <br />turbidity and SSC for the duration of coverage under this general <br />permit. <br /> <br />3. Risk Level 3 dischargers with direct discharges to surfaces waters <br />shall initiate receiving water monitoring when the triggers are exceeded <br />unless the storm event causing the exceedance is determined after the <br />fact to equal to or greater than the 5-year 24-hour storm (expressed in <br />inches of rainfall) as determined by using these maps: <br /> <br />http://www.wrcc.dri.edu/pcpnfreq/nca5y24.gif <br />http://www.wrcc.dri.edu/pcpnfreq/sca5y24.gif <br /> <br />Verification of the 5-year 24-hour storm event shall be done by <br />reporting on-site rain gauge readings as well as nearby governmental <br />rain gauge readings. <br /> <br />4. If run-on is caused by a forest fire or any other natural disaster, then <br />receiving water monitoring triggers do not apply. <br /> <br />12 A period of high risk of pH discharge is defined as a project's complete utilities phase, complete vertical <br />build phase, and any portion of any phase where significant amounts of materials are placed directly on the <br />land at the site in a manner that could result in significant alterations of the background pH of the <br />discharges. <br />
