<br />Former Pilkington North America Site 11 Health and Safety Plan <br /> EKI B90047.00 <br />4. POTENTIAL CHEMICAL HAZARDS <br />Chemicals associated with historical land uses at the Site includes VOCs, petroleum <br />hydrocarbons, metals, semi‐volatile organic compounds (“SVOCs”), dioxins and furans, and <br />polychlorinated biphenyls (“PCBs”). Table 1 lists chemical compounds that potentially may be <br />encountered in soil or groundwater at the Site and its vicinity during the sampling activities, their <br />respective Exposure Symptoms, their OSHA Permissible Exposure Limits (“PELs”), and symptoms <br />of potential exposure to the compounds. The PEL is the maximum permitted 8‐hour time‐ <br />weighted average concentration of an airborne contaminant in a work environment. <br />4.1 Chemicals of Concern <br />Note that the State of California has determined that several compounds listed in Table 1 are <br />human carcinogens or reproductive toxicants. The following notice is presented to personnel <br />who may have access to the Site as a result of the planned subsurface investigation activities and <br />who are required to read and acknowledge this health and safety plan. <br /> <br />WARNING: This area contains chemicals known to the State of California <br />to cause cancer and/or reproductive harm. <br /> <br />4.2 Potential Exposure Routes <br />The primary modes of possible exposure of Site personnel to hazardous chemicals during this <br />project are through inhalation of vapors and particulates, through skin contact with <br />contaminated soil and groundwater, and ingestion of contaminated soil (ingestion is usually <br />minimized through personal hygiene practices). The primary symptoms of possible exposures to <br />VOCs, petroleum hydrocarbons, metals, SVOCs, and PCBs are discussed below and included in <br />Table 1. <br /> <br />VOCs: Common symptoms of exposure to VOCs at elevated concentrations include irritation of <br />the eyes, skin, nose and respiratory system, headache, nausea, dizziness, and fatigue. Certain <br />VOCs may be carcinogenic (e.g., benzene) (source ‐ NIOSH Pocket Guide to Chemical Hazards, <br />U.S. Department of Health and Human Services, dated September 2007). <br /> <br />Petroleum Hydrocarbons: Common symptoms of exposure to petroleum hydrocarbons at <br />elevated concentrations include irritation of eyes and the respiratory system, headaches, nausea, <br />dizziness, and fatigue (source ‐ NIOSH Pocket Guide to Chemical Hazards, U.S. Department of <br />Health and Human Services, dated September 2007). <br /> <br />Metals: Common symptoms of exposure to metals at elevated concentrations include irritation <br />of eyes and respiratory system, headaches, nausea, dizziness, and fatigue (source ‐ NIOSH Pocket <br />Guide to Chemical Hazards, U.S. Department of Health and Human Services, dated September <br />2007).
