<br />Additional Site Assessment Report <br />Former SAN JOAQUIN COGENERATION <br />17200 Murphy Parkway, Lathrop, San Joaquin County, California <br />(APN 198-120-05) <br /> <br /> <br />1.0. INTRODUCTION <br /> <br />At the request of Heorot Power Holdings LLC (“HPH”), AdvancedGeo, Inc. (AGI) has <br />prepared this Additional Site Assessment Report for the property located at <br />17200 Murphy Parkway, Lathrop, California (herein referred to as site or subject <br />property). <br /> <br />The scope of work included the advancement of thirty-six (36) soil borings to assess and <br />delineate soil impacted with polychlorinated biphenyls (PCBs) and total petroleum <br />hydrocarbons (TPH), and to define the limits of the South Waste Cell. The site and <br />surrounding area are illustrated in Figure 1. A site plan depicting site features, boring and <br />well locations, former waste cells east of the site and existing waste cells identified onsite <br />is presented in Figure 2. Site plans depicting the east property boundary area and former <br />power plant area are presented in Figures 3 and 4, respectively. <br /> <br /> <br />2.0. BACKGROUND <br /> <br />The scope of work and field procedures for the investigation were presented in the <br />following AGI-prepared documents: 1) Revised Additional Site Assessment Work Plan, <br />dated 17 December 2019; approved by Central Valley Regional Water Quality Control <br />Board (Regional Board) letter dated 10 March 2020; 2) Work Plan Addendum, dated <br />24 February 2020; approved by Regional Board letter dated 06 March 2020; and 3) <br />Revised Work Plan Addendum, dated 17 March 2020; approved by Regional Board email <br />dated 19 March 2020. The Regional Board approval letters and email are provided in <br />Appendix A. <br /> <br />A drilling permit was procured from the San Joaquin County Environmental Health <br />Department (EHD) prior to field activities. A Copy of the approved EHD drilling permit is <br />provided in Appendix B. <br /> <br />Site background and historical information was provided in the Site Historical Activity <br />Report, Amended August 2018; Initial Site Investigation Work Plan – Final dated <br />31 August 2018; and Revised Site Assessment Report dated 03 September 2019. <br /> <br /> <br />3.0. SOIL PROBE BORING ADVANCEMENT <br /> <br />A total of thirty-six (36) soil borings (B44 through B79) were advanced at the site between <br />22 and 25 June 2020. Initially, thirty (30) soil borings were proposed to assess soil impact <br />and define the South Waste Cell area. During the investigation, three (3) additional
