<br /> <br />Site Investigation Work Plan <br />Former SAN JOAQUIN COGENERATION <br />17200 Murphy Parkway, Lathrop, San Joaquin County, California <br />(APN 198-120-05) <br /> <br /> <br />1.0. INTRODUCTION <br /> <br />At the request of Heorot Power Holdings LLC (“HPH”), AdvancedGeo, Inc. (AGI) has <br />prepared this Site Investigation Work Plan (Work Plan) for the property located at <br />17200 Murphy Parkway, Lathrop, California (Site or subject property). The Site and <br />surrounding area are illustrated in Figures 1 and 2. A Site plan depicting soil boring <br />locations, monitoring well locations and excavation areas is presented in Figure 3. <br /> <br />This Work Plan was prepared to locate, identify, and define any remaining buried waste <br />at the Site and to assess and delineate soil and groundwater impacted by the <br />contaminants of concern (COCs) identified at the subject property. The scope of work <br />was developed and generally agreed to through discussions with United States <br />Environmental Protection Agency – Region 9 (USEPA), Central Valley Regional Water <br />Quality Control Board (CVRWQCB) and San Joaquin County Environmental Health <br />Department (EHD) staff. <br /> <br />The scope of work includes excavating approximately 27 trenches throughout the <br />undeveloped areas at the subject property to determine if any buried waste exists in these <br />areas and to define the limits of the waste if encountered. Soil samples will be collected <br />at the surface and from three (3) feet below surface grade (bsg) at each trench location <br />to assess potential polychlorinated biphenyl (PCB) impact. The scope of work also <br />includes advancing approximately 70 soil borings within and around the former power <br />plant area to define the extent of buried waste and soil and groundwater impacted by <br />COCs. Proposed trench and soil boring locations are depicted in Figures 4 and 5, <br />respectively. <br /> <br /> <br />2.0. SITE DESCRIPTION AND BACKGROUND <br /> <br />2.1. SITE LOCATION AND DESCRIPTION <br /> <br />The former San Joaquin County Cogeneration property is located at 17200 Murphy <br />Parkway, Lathrop, California. The location of the Site, surrounding properties and general <br />setting is illustrated on the Lathrop topographic map (Figure 1). The map shows the <br />property located at an elevation of approximately 15 feet above mean sea level in an area <br />of low topographic relief. The site consists of a 10.01-acre parcel identified as San <br />Joaquin County Assessor Parcel Number (APN) 198-120-050 and owned by San Joaquin <br />Cogen, LLC ETAL. The Site is zoned for general industrial use (IG). Between 1990 and <br />2013, a gas fired power plant operated in the northern portion of the Site. The power plant <br />was shut down in 2013 and did not operate again before it was demolished in 2017.
