Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />May 23, 2022 <br /> Facility Address: <br /> 1987 W ELEVENTH ST, TRACY <br /> Facility Name: <br /> SAFEWAY FUEL CENTER #2600 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content. <br />OBSERVATION: The site map is incomplete. <br />The following elements are missing from the map: <br />- Fuel loading area location <br />- Emergency response equipment location. Spill kit was observed outside, next to the side door of fuel store. <br />The following are inaccurate on the map; <br />- Fire extinguisher locations. There were 5 fire extinguishers observed at the fuel canopy but only 2 were shown on <br />the map. The 2 shown on the map are on dispensers 7/8, 15/16 but were not observed at those locations. The five <br />extinguishers observed are located at the post next to dispensers: 3/4, 5/6, 11/12, 13/14, and 19/20. <br />- The map lists two storm drains between the vent risers and the tanks, but only one (closest to the vent risers) was <br />observed. The second storm drain in the middle of the vent risers and tanks was not observed. <br />REGULATION GUIDANCE: A site map shall contain a north orientation, loading areas, internal roads, adjacent <br />streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous <br />material handling and storage areas, and emergency response equipment. <br /> If a site map element is not applicable for your facility then list it on the map and label as “NA". <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a minor violation. <br /> 9 HSC 25508.2 Failed to annually review and certify that the HMBP is complete and accurate by the due date. <br />OBSERVATION: The business plan information has not been reviewed and resubmitted in the California <br />Environmental Reporting System (CERS) annually by the due date, January 15. <br />- The 2022 business plan submittal was submitted on time on 12/23/2021 <br />- The 2021 business plan submittal was submitted late on 2/6/2021 (facility information only was submitted on <br />11/9/2020) <br />- The 2020 business plan submittal was submitted on time on 12/4/2019 <br />REGULATION GUIDANCE: The hazardous materials business plan shall be submitted by January 15 of each <br />calendar year and may be submitted beginning November 1 of the previous year. <br />CORRECTIVE ACTION: Ensure hazardous materials business plan (facility information, hazardous materials <br />inventory, emergency response and training plans) are submitted annually by loggin into the CERS at <br />http://cers.calepa.ca.gov/, entering the correct or updated information, and submitting to the EHD for approval. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Conducted a Hazardous Materials Business Plan (HMBP) inspection. There were two violation(s) during the <br />inspection.
