1.0 INTRODUCTION AND PROPOSED DEVELOPMENT: <br />1.1 Description of site: The project consists of an 26.38 acre parcel, located at <br />18846 State Route 99 E. Frontage Road, Acampo, CA. The subject Assessor's Parcel Number <br />is 017-090-51. The project is in an agricultural neighborhood. The parcel is zoned Agriculture <br />AG -20. <br />1.2 Description of Proposed Development: The purpose of this project is to subdivide the existing <br />parcel into four new parcels. Three of the parcels are applying to be rezoned to Al and the last parcel <br />will remain the same zoning of AG -20. The rezoned parcels will be developed into a truck parking <br />facility and the last parcel has no imminent plans. It's future use will be consistent with zoning. In <br />accordance with the San Joaquin County Development Title, this Surface and Subsurface Contamination <br />Report (SSCR) is being submitted for approval. This report will investigate the property for visual or <br />historical environmental contamination based on field observation, interviews with the owner, and <br />County records. (This SSCR includes no chemical analysis). <br />1.3 Parcel location map: (See Appendix for Tentative Map with Vicinity Map and APN page). <br />1.4 Site Map: (See Appendix for Tentative Map). <br />2.0 PAST, PRESENT, AND PROPOSED FUTURE USES OF THIS SITE⢠<br />2.1 Discussion of Past, Present, and Proposed Future Uses: The primary source of <br />information of the historic use of this property is testimony from the prospective owner, Jeff <br />Crothers, who was interviewed in March, 2022. The owner has owned the parcel since <br />December 30, 2005. The site was formerly Victor Meats, but it has been vacant for 30 plus <br />years. The proposed future use of the site would be a truck facility for three parcels and the <br />fourth use is yet to be determined. <br />3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF <br />CONTAMINATION: <br />3.1 Methods used to research: Methods used to research this parcel were records researched at <br />the San Joaquin County Agriculture Commissioners office on April 5, 2021 (see appendix for <br />results). Since the use has not changed since April 5, 2021 (the land is still vacant), it was not <br />necessary to perform additional research. An onsite survey was performed in March, 2022 by <br />staff of Dillon & Murphy. The San Joaquin County Environmental Health Department's <br />underground storage tank mitigation database list did not yield any concerns. <br />3.2 Description of all past on-site potential and/or known above and below ground sources <br />of contamination identified at the project site: The site was formerly a meat processing <br />facility (Victor Meats) but has been vacant for 30 plus years. The site had a history of soil <br />contamination associated with the facility. There were also some underground tanks and a septic <br />tank that were removed in August 17, 2000 in compliance with the requirements of San Joaquin <br />County Environmental Health. The soil was cleaned and all contaminates including diesel and <br />the case was closed October 5, 2005. <br />
