Manthey Road in Lathrop , California . The Project consists of constructing a truck parking lot located on 0 . 65 acres . The District has determined that the mitigated baseline emissions for construction and operation will be less than two tons NOx per year and two tons PM10 per year . Pursuant to District Rule 9510 Section 4 . 3 , this project is exempt from the requirements of Section 6 . 0 ( General Mitigation Requirements ) and Section 7 . 0 ( Off- site Emission Reduction Fee Calculations and Fee Schedules ) of the rule . As such , the District has determined that this project complies with the emission reduction requirements of District Rule 9510 and is not subject to payment of off- site fees .
