Sanfilippo : <br /> The City of Lathrop is in receipt of the referral for the above referenced project and is submitting the <br /> comments below for the record and your consideration : <br /> • The subject property is located within the City of Lathrop ' s Sphere of Influence . <br /> • Manthey Road is not an approved STAA Route . <br /> • The plan shows landscaping , but says there is no water to the site . The project should be required <br /> to provide irrigated landscaping around the site which would require a well and power . <br /> • The site should be required to either build its Manthey Road frontage improvements or at a <br /> minimum , enter into a Deferred Frontage Improvement Agreement to construct them in the future <br /> for when the City of Lathrop annexes the area . <br /> • its of the future Roth Road / Interstate 5 interchange . The <br /> The site is within the expansion lim <br /> developer should be informed of this fact . <br /> • There is no turn template to show how the trucks would enter the site and park , to confirm there is <br /> adequate paving for the turn around . <br /> • The turn template shows that all exiting trucks would block trucks from entering the site . It <br /> should be designed to allow trucks to exit without blocking the entrance , particularly since the <br /> driveway is extremely close to the Roth Road / Manthey Road intersection . <br /> • The plan illustrates 55400t stalls and sample truck, but the Plan Information states proposed <br /> parking is for 12400t by 7046ot stalls , which suggests STAA . Which is it ? <br /> • The subject property is within the North Lathrop Study Area and is subject to the North Lathrop <br /> Transportation Fee (NLTF) . In 2010 , the City of Lathrop adopted the North Lathrop <br /> Transportation Fee Study (Resolution No . 11 - 3132 , attached) . The study identified all proposed <br /> and potential development projects which were estimated to generate 22 , 000 new daily vehicle <br /> traffic trips using the Roth Road / I- 5 interchange that will degrade the interchange to an <br /> unacceptable operating Level of Service (LOS ) "F" . The City ' s standards require that the - <br /> interchange and its associated frontage road operate at a minimum LOS " D" , consistent with <br /> Caltrans standards .
