Environmental Screening Level (ESL) for lead in soil issued by the San Francisco Bay Regional <br /> Water Quality Control Board (SFBRWQCB).' The ESLs are human health- and <br /> environmental-protective concentrations derived by SFBRWQCB staff for direct comparison to <br /> environmental sample data for contaminated properties. The Tier 1 ESL is the most protective <br /> (i.e., the lowest concentration) of the various ESLs derived for a given analyte. Performance of <br /> the comparisons revealed that the lead results for both sample sets are below lead's Tier 1 ESL <br /> for soil. <br /> CONCLUSIONS <br /> Given Kleinfelder's observations during the soil sampling, an absence of total volatile organic <br /> vapors in excavated pea gravel and soil, and the analytical results of the post-removal soil <br /> samples, there is no evidence of a fuel release at the locations sampled. As such, Kleinfelder <br /> recommends no further action other than submitting this letter to San Joaquin County. <br /> LIMITATIONS <br /> Kleinfelder performed this assessment and prepared this letter report in accordance with generally <br /> accepted standards of care that exist in California at this time. This report may be used only by <br /> Costco, and only for the purposes stated, within a reasonable time from its issuance, but in no <br /> event later than 5 years from the report's date. All information gathered by Kleinfelder is <br /> considered confidential and will be released only upon written authorization of Costco or as <br /> required by law. Non-commercial, educational, and scientific use of this report by regulatory <br /> agencies is regarded as a "fair use" and not a violation of copyright. Non-compliance with any of <br /> these requirements by Costco, unless specifically agreed to in advance by Kleinfelder in writing, <br /> will release Kleinfelder from any liability resulting from the use of this report by any unauthorized <br /> party, but only to the extent of any such non-compliance by Costco. Further limitations applicable <br /> hereto may be set forth in Costco's written agreement with Kleinfelder addressing the work <br /> performed herein. <br /> Kleinfelder's professional opinions and recommendations are based on a limited number of field <br /> observations and tests, designed, collected, and performed in accordance with the generally <br /> accepted engineering practice that exists at the time.
