San Joaquin valley <br /> Air Pollution Control District ..- <br /> October 18, 2000 <br /> Jim Van Buren <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: SITE APPROVAL FOR MINI-WAREHOUSE (SA-00-53) <br /> Dear Mr. Van Buren: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br /> proposed project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA and by <br /> the Air Resources Board (ARB) for 03 (ozone) and PM-10(fine particulate matter, dust). <br /> The Federal Clean Air Act (CAA) and the California Clean Air Act require areas that are <br /> designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air quality. Therefore, a negative declaration is <br /> appropriate from an air quality perspective. However, the construction phase of this project <br /> can generate emissions from the movement of soil, use of heavy equipment, bulk materials <br /> handling, asphalt paving and other related activities. As a result, this project is subject to <br /> District Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation VIII is to <br /> reduce the amount of fine particulate matter (PM-10) entrained into the ambient air from <br /> man-made sources. The attached Synopsis highlights many of the requirements contained <br /> within Regulation VIII. The Synopsis is not meant to be all- inclusive, but it can be a useful <br /> compliance aid in the field and office alike. <br /> Thank you for the opportunity to comment.
