San Joaquin County Council of Governments
Member Agencies: Cities of Escalon, Lathrop, Lodi, Manteca, Ripon, Stockton, Tracy, County of San Joaquin
October 15 1991 ® `
Mr. Richard Larrouy
.!
San Joaquin County Planning Department 61991
1810 E. Hazelton Avenue -COMMUiVI'
Stockton, CA 95205 f Y UVi.>....
:...:,;
RE: Pacific Precast Corp. PIANNING l?IV1Slcm
SA-92-9
Sharpe Army Airfield
Stockton Metropolitan Airport
Dear Mr. Larrouy:
Thank you for referring the above application to the San Joaquin County Airport
Land Use Commission for review and comment. State law requires certain projects
within an airport area of influence to comply with all restrictions in the ALUC's
Airport Land Use Plan.
The applicant is proposing to expand a concrete products manufacturing facility
north of Roth Road. The property is located within the area of influence of both
Sharpe and Stockton Airports. There are two issues of concern with the application:
height and bird hazards. According to the applicant, structures will not exceed
20 feet in height. This height is allowed under the Airport Land Use Plan and does
not require FAA review, based on the property's location of approximately 1 mile
from the Sharpe Airfield runway (review would be required for structures exceeding
52 feet in height.
Second, the applicant proposes to create a retention basin on the property for
drainage purposes. This basin has the potential to attract birds and thereby create a
hazard to pilots. The Airport Land Use Plan prohibits bird hazards within the
airport areas of influence. The applicant is therefore required to use protective
netting, a clacker system, a terminal drainage system or other means to mitigate the
hazard.
Otherwise, the application conforms to the Airport Land Use Plan. If you have any
questions regarding these comments, please contact me.
Ve Duly yours,
DEBRA L.
