DRAFT <br /> MINUTES <br /> 1 . CONSENT CALENDAR - NONCONTESTED ITEMS: <br /> A. SPECIAL PURPOSE PLAN APPLICATION NO. PP-96-1 OF YOUSIF <br /> HALLOUM for a comprehensive sign plan, which includes two <br /> 120-foot-high pole signs with additional attached <br /> signage. The project site is located on the south side <br /> of State Route 12 , 2400 feet east of Thornton Road, east <br /> of Lodi (Supervisorial District 4) . <br /> Commission Morri expressed concerns about the height of the sign <br /> and requested the item to be opened for public hearing. <br /> Kerry Sullivan, Senior Planner, introduced the staff report into <br /> the record. <br /> PUBLIC HEARING OPENED: <br /> PROPONENTS: <br /> Don Geiger (311 E. Main, Stockton) was present on behalf of Mr. <br /> Halloum. He agreed with the staff report, and urged the Commission <br /> to approve the project. <br /> Ralph Cundiff (3133 N. Ad-Art Road, Stockton) , with Ad-Art Sign <br /> Company, said they are requesting the extra 30 feet in height <br /> because they are further away from the freeway. <br /> OPPONENTS: <br /> None were present. <br /> PUBLIC HEARING CLOSED: <br /> Commissioner Morri said the site is flat land and is visible from <br /> the road. He cannot support a 120-foot-high sign. <br /> Commissioners Zunino, Carter, Kelly, Stockar, and Demichelis agreed <br /> that the sign is too high. <br /> MOTION: <br /> Moved, seconded (Morri/Zunino) , and passed by a unanimous roll call <br /> vote (7-0) to: <br /> 1. Forward Special Purpose Plan No. PP-96-1 to the Board of <br /> Supervisors with a recommendation to adopt the Negative <br /> Declaration and to approve the Special Purpose Plan with the <br /> Conditions of Approval contained in the staff report, with <br /> Condition 1. a. (1) amended as follows: <br /> PC MINUTES -6- PC: 5-2-96 <br />
