Development Committee -2- <br /> PD-96-1 <br /> Parcel Size: <br /> The parcels in Phase II are shown as 6, 500 square feet. Volume <br /> II of the General Plan contains development policies specific to <br /> the community of Lockeford. Policy number 2 (p. VI-15) states <br /> the following: <br /> 2 . Minimum parcel size in the Residential-Low Density <br /> designation in Lockeford shall be 8, 000 square feet. <br /> Although smaller lots are proposed in Phase II, it appears that <br /> the density of development proposed is roughly equivalent to the <br /> density if all lots were a minimum of 8, 000 square feet, because <br /> density is being transferred from the 11. 94 acre lake to Phase II <br /> of the project. In order to be consistent with this Policy, the <br /> PD should be redesigned to include minimum parcel sizes of 8, 000 <br /> square feet or the applicants should submit a General Plan Text <br /> Amendment to revise this policy when the full PD application is <br /> submitted. The applicants may want to consider amending this <br /> policy to require an over all density equivalent to 8 , 000 square <br /> feet parcels, so that density can be transferred off of <br /> undeveloped portions of the site such as the lake. <br /> Noise: <br /> Implementation Measure number 2 , contained in the Noise section <br /> of the Public Health and Safety chapter of Volume I of the <br /> General Plan (p. IV-11) states the following: <br /> 2 . Development of residential or other noise sensitive <br /> land uses in projected noise-impacted areas (greater <br /> than 60 dB ldn) , shall require an acoustical analysis, <br /> prepared at the applicant ' s expense. <br /> Section 9-1025. 9 (f) of the Development Title states <br /> (f) An acoustical study shall be prepared for property <br /> located in present or future sixty (60) dB Ldn <br /> noise contours. <br /> The noise contours for 2005 contained in Volume III of the <br /> General Plan are as follows for Jack Tone Road: <br /> 75 dB - 5 ' projected CNEL from roadway edge <br /> 70 dB - 30 ' projected CNEL from roadway edge <br /> 65 dB - 83 ' projected CNEL from roadway edge <br /> 60 dB - 197 projected CNEL from roadway edge <br />
