""Stockton, CA 95205 <br /> SUBJECT: A ZONE RECLASSIFICATION APPLICATION (ZR-93-8) TO REZONE 90 <br /> ACRES FROM AU-20 TO R-L, AND A MAJOR SUBDIVISION <br /> APPLICATION WITH A VESTING TENTATIVE MAP TO CREATE 454 <br /> RESIDENTIAL LOTS, WITH A REQUEST FOR A DENSITY BONUS. <br /> Dear Mr. Martin: <br /> The San Joaquin Valley Unified Air Pollution Control District has reviewed the above <br /> referenced project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated non-attainment by the EPA <br /> and the California Air Resources Board for the following pollutants, PM,, (fine <br /> particulate matter) and 0, (ozone). <br /> As previously mentioned, modeling of this project supports the need to prepare a <br /> environmental impact report in order to fully disclose and adequately assess the air <br /> quality impact of this development. Specifically, the Urbemis3 model shows that an <br /> estimated 133 lbs/day of NO,,, (Nitrogen Oxide) and 65 lbs/day of ROG (Reactive <br /> Organic Gases) produced from the vehicle trips generated by this proposed project <br /> (year 2000 buildout).
