OBSERVATION: The monitoring plan is not current. The monitoring plan states that a Red Jacket leak detector is installed on the 87 underground storage tank. A VMI 99LD2000 was observed in the 87 turbine sump. REGULATION GUIDANCE: The monitoring plan must be uploaded to the California Environmental Reporting System (CERS). CORRECTIVE ACTION: Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a repeat violation, Class II. 203 CCR 2712(b)(1-2)Failure to maintain monitoring records for 36 months and maintenance records for 60 months. OBSERVATION: Maintenance records for the last three years were not found on site. The following record was missing:the 6/9/2022 replacement of the 87 leak detector. REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records include: (1)date and time of all monitoring or sampling; (2)monitoring equipment calibration and maintenance records; (3)results of any visual observations; (4)results of sample analysis performed a lab or in the field; (5)logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6)results of inventory readings and reconciliations. CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance records for the last three years on site. This is a repeat violation, Class II. 205 CCR 2712(i) Failure to have current UST Monitoring Plan readily accessible at the facility. OBSERVATION:An approved copy of the 87 monitoring plan was not available for inspection. REGULATION GUIDANCE:A copy of these plans shall be accessible on site at all times. CORRECTIVE ACTION: Update the 87 monitoring plan and maintain a current copy on site. This is a repeat violation, Class II.
