<br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any
<br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan
<br /> adopted by the County.
<br /> • This finding can be made because the use type Public Services - Essential may be
<br /> conditionally permitted in the AG-40 (General Agriculture, 40 acre minimum) zone with an
<br /> approved Site Approval application. The project site has a General Plan designation of A/G
<br /> (General Agriculture), and the AG-40 zone is an implementing zone for this designation.The
<br /> project site is located adjacent to the Eight Mile Road Specific Plan area, and the proposed
<br /> project is consistent with the Specific Plan.There are no other Master Plans, Specific Plans,
<br /> or Special Purpose Plans in the vicinity.
<br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary
<br /> facilities have been provided, and the proposed improvements are properly related to existing and
<br /> proposed roadways.
<br /> • This finding can be made because adequate utilities, access roads, sanitation, drainage,
<br /> and other necessary facilities are proposed, and the proposed improvements are properly
<br /> related to existing and proposed streets and highways. The project site will be serviced by
<br /> on-site water, wastewater treatment, and storm drainage, which will be constructed under
<br /> permit and inspection by the Environmental Health Department. All roadway improvements
<br /> will be constructed under permit and inspection by the Department of Public Works.
<br /> 3. The site is physically suitable for the type of development and for the intensity of development.
<br /> • This finding can be made because the 60.8-acre parcel is of adequate size and shape to
<br /> accommodate the proposed, and existing, uses, and all yards, building coverage, setbacks,
<br /> parking areas and other requirements of the Development Title.
<br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be
<br /> injurious to the property or improvements of adjacent properties.
<br /> • This finding can be made can be made because the EIR prepared for this project included
<br /> mitigation measures within the MMRP (Attachment G, Mitigation Monitoring and Reporting
<br /> Plan)that reduce impacts to the public health, safety, or welfare, or injuries to the property or
<br /> improvements of adjacent properties, to less than significant levels, with the exception of
<br /> greenhouse gas emissions, noise, and traffic/vehicle miles traveled. For these significant
<br /> impacts, staff recommends the adoption of the Findings of Fact (Attachment E, Findings of
<br /> Fact) and a Statement of Overriding Consideration (Attachment F, Statement of Overriding
<br /> Consideration),which have found that these impacts are balanced by economic, legal, social,
<br /> technological, or other benefits of a project pursuant to PRC Section 21081(b) and CEQA
<br /> Guidelines Sections 15093(a) and (b) and, therefore, those effects may be considered
<br /> acceptable.
<br /> 5. The use is compatible with adjoining land uses.
<br /> • This finding can be made because the proposed use is conditionally permitted with an
<br /> approved Site Approval application in the AG-40 (General Agriculture, 40-acre minimum)
<br /> zone. The project is consistent with surrounding land uses that are agriculturally zoned
<br /> and developed with row crops and scattered residential development. The nearest
<br /> residence is located approximately 400 feet south of the Phase 2 hospital building, and
