The complaint alleged someone on premise is burying Construction and <br />Demolition (C&D) waste: concrete, metal, wood, and plastic is being illegally buried on the property. The <br />investigation revealed that there was a pile of C&D waste, wood waste, and other debris on the property. Pieces <br />of concrete debris was observed inside the pit that was going to be buried. The El-ID has good reason to believe <br />illegal disposal of solid waste has occurred. The disposal of solid waste on the property is a violation of State <br />Law/Regulation and County Ordinance <br />Public Resources Code (PRC), Section 44002 (a) (1) <br />San Joaquin County Ordinance (SJCO), Chapter 4, Section 5-2400; Accumulation of refuse, waste, and <br />filth is prohibited, Chapter 4, Section 5-2401; Disposal on premises, Chapter 6, Section5-2600; Disposal <br />area permit required. <br />Effective immediately cease and desist all unauthorized disposal of solid waste onto the above referenced <br />property. Submit a plan to, the HID to remove all unauthorized solid waste from this location within 14 days of <br />receipt of this letter. The plan needs to explain how the waste removed to an approved permitted disposal site or <br />recycling facility, within 30 days of receipt of this notice.
