1. GP-00-140F SAN JOAQUIN COUNTY <br /> 3. STORMWATER DRAINAGE <br /> It is the goal of the County to reduce or eliminate pollutants from urban storm water <br /> runoff. Storm drainage systems serve to collect and convey storm water away from <br /> developed areas. Inadequate systems can result in personal and property damage and <br /> personal inconvenience from flooding. A variety of techniques are available to provide <br /> storm drainage, ranging from concrete channels and culverts to natural swales. The <br /> choice between structural and non-structural systems must balance cost and <br /> environmental factors. Nonstructural systems, such as swales, open channels, and <br /> overland flows are usually less costly but require more land. <br /> Objective (General Plan Volume 1, page IV-70) <br /> 1. To collect and dispose of stormwater in a manner that least <br /> inconveniences the public, reduces potential water-related <br /> damage,and enhances the environment. <br /> 2 To comply with the requirements of the Clean Water Act by <br /> minimizing the discharge of pollutants into surface waters. <br /> Implementation(General Plan Volume 1,page IV-71) <br /> 3. Best Management Practices Best Management Practices are those financially <br /> feasible actions-that optimize the reduction of pollutants in storm water runoff. <br /> Pursuant to the Federal Clean Water Act, Best Management Practices shall be <br /> incorporated into the design of storm drainage facilities for all new development. <br />
