Ms. Jennifer Jolley
September 26, 2003
Page 2
2. In addition, there is a hazardous materials disclosure survey form attached showing
that there will be some form of hazardous materials on the site. The environmental
documentation should include identification of hazardous materials and measures to
contain such materials from contamination to the traveling public on I-5.
3. Please send us a copy of the environmental document [Initial Study for Negative
Declaration (with or without mitigation measures)] or the Draft Environmental
Impact Report when it is available.
4. It is possible that an encroachment permit would be required. The enclosed
information (see attachment) is to assist the applicant in the permit process. The
approved Environmental Document for the project must be included in the permit
application.
The developer needs to ensure that the existing State drainage facilities will not be
significantly impacted by the project. If historical undeveloped topography shows
drainage from this site flowed into the State right-of-way, it may continue to do so with
the conditions that peak flows may not be increased from the pre-construction quantity
and the site runoff be treated to meet present storm water quality standards. If historical
undeveloped topography shows drainage from this site did not flow into the State right-
of-way, then it will not be allowed to flow into the State right-of-way at this time.
Please forward all Final Conditions of Approval including any mitigation measures that
are being proposed as well as any other documents and reports (i.e. all forms of
environmental documents, Traffic Impact Study Reports, site and location maps, etc) on
this proposed project for our review, comment, and records. If you are aware of any
controversy regarding any of our requirements, please contact us as soon as possible so
we may work together to resolve them before submittal to your Board.
If you have any questions or would like to discuss these comments in more detail, please
contact Lynn O'Connor at (209) 948-7575 (email: loconnor@dot.ca.gov).
Sincerely,
TOM DUMAS, Chief
Office of Intermodal Planning
Enclosure
"Caltrans improves mobility across California"
606NO3)MLUYAXSI I ERSI"IA.NOSCME
MWNOR.
