Dear Ms.Jolley: SJCOG, Inc.has reviewed application PA-0300422(SA). This project requests a site approval for a.retail sales facility for landscape said masoairy materials and pond products, The property is located cast of Kasson Road and south.of Eleventh Street in Tracy. The project will,require the conversion of agriculture and.multi-purpose open space.lands. San Joaquin County is a signatory to the San.Joaquin County Multi-Specics Habitat Conservation, and Open Space Plan (SJMSCP),and as such should condition,the project applicant(s)to participate in.the SJMSCP. Participation iu the SJMSCP satisfies requirements of both the state and federal endangered species acts, and ensures that the impacts arc mitigated below a level of significance in complimce with the California Environmental Quality Act(CEQA). Although participation is the SJMSCP is voluntary,lead agents should.be aware that if project applicants choose against participating in the SJMSCP,they will be required to provide alternative mi.tigat.ion in.an aniount and kited equal to that provided in the SJMSCP.
