The CSD"Parks, <br /> Recreation and Leisure Plan"shall include a program <br /> for submittal of detailed design and construction plans, <br /> including the timing and responsibility for <br /> construction. Final and construction plans for the first <br /> phase development of interim sports fields and open <br /> play areas shall be prepared by the CSD prior to the <br /> issuance of the 500th dwelling unit permit. First-phase <br /> development of sport fields for team play and open <br /> play areas shall be provided prior to issuance of the <br /> 800th dwelling unit permit. These first-phase sports <br /> fields may be constructed on land reserved for the first <br /> high school and planned for subsequent use by the <br /> school district or at a site designated by the CSD. The <br /> 1 1-acre community park, located at Central Parkway <br /> and Main Street,shall be constructed prior to the <br /> issuance of the 2,OOOth dwelling unit permit,and may <br /> include the construction of interim playing fields,at <br /> the CSD's discretion.
