"Mitigation offsets or exchanges"means <br /> that the County would allow the community to accept <br /> responsibility for certain improvements or portions of <br /> improvements which under the fair share definition are <br /> the responsibility of other jurisdictions in exchange of <br /> the relief of responsibility of fair share improvements <br /> in the other jurisdictions.
