Hazelton Ave.
Stockton, CA 95205
MOUNTAINHOUSE NEIGHBORHOOD "F"PROJECT, INITIAL SUTDYAND MITIGATED
NEGATIVE DECLARATION, SCH# 90020776, SAN JOAQUIN COUNTY
I have reviewed the Notice of Completion, Initial Study and Mitigated Negative Declaration (ISMND),
distributed by the State Clearinghouse in correspondence dated 25 July 2000. The document describes
plans for Mountain House Neighborhood Tract "F"within the larger Mountain House New Community.
The development will be located along Mountain House Parkway, south of Byron Road in San Joaquin
County.
The Board adopted Waste Discharge Requirements (WDRs) Order No. 98-109 for Mountain House
Community Services District and Trimark Communities on 17 April 1998. This document is enclosed.
Consistent with California Water Code Section 13260, the community services district and/or developers
are required to submit a Report of Waste Discharge (RWD) at least 120 days prior to discharging
wastewater if material changes in the wastewater system are anticipated. Material changes include:
• Addition of a major industrial waste, new process, or other change resulting in a change in the
character of the wastewater.
• A significant change in the disposal method or a change in the treatment which would result in a
change in the characteristics of the waste.
• A significant change in the disposal area.
• An increase of flow over the permitted amount.
Depending on the Standard Industrial Classification(SIC) code of the final project, compliance with the
National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000001 for
Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of
activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General
Permit, the proponent must submit a Notice of Intent to comply with the permit (NOI) to the State Water
Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP) must be prepared.
If construction associated with the project will disturb more than five acres or is part of a larger common
plan of development that encompasses five or more acres, the property owner needs to obtain permit
coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit No.
CAS000002 for Discharges of Storm Water Associated With Construction Activity.
