The initial Development <br /> Permit for the water treatment plant shall specify the <br /> water treatment sludge reuse,disposal method(s)that <br /> will be used throughout the development of Specific <br /> Plan 1. Approval of subsequent Specific Plans shall be <br /> contingent on the identification of means of water <br /> treatment sludge reuse/application/disposal consistent <br /> with applicable local,state,and federal policies and <br /> regulations,and which minimizes landfill disposal. If <br /> landfill disposal were proposed,an agreement or"will <br /> serve" letter with a landfill that would accept the <br /> sludge for at least the next five years shall be provided <br /> with the subsequent Specific Plan. if land spreading or <br /> dedicated land disposal were proposed,then <br /> guarantees of adequate acres for sludge disposal for at <br /> least the next five years must be provided. Provisions <br /> for sludge disposal shall be updated annually so that <br /> there are always firm provisions for disposal for at <br /> least five years into the future.
