The project addressed by the Mountain House Master Plan/Specific Plan I EIR <br /> (hereinafter referred to as"1994 Master EIR"or"MEIR") included a Master Specific <br /> Plan and a more detailed specific plan, Specific Plan I, thereby meeting the criteria of <br /> CEQA Guidelines Section 15175 (b) (1). The Master Plan consists of 12 residential <br /> neighborhoods and industrial, commercial and office employment uses which are to be <br /> phased,thereby meeting the criteria of Section 15175 (b) (3), and Specific Plan I was <br /> approved for the first phases of the project. Development Agreements for the Master <br /> Plan and Specific Plan I were executed on 12/20/94,thereby meeting the criteria of <br /> CEQA Guidelines Section 15175 (b) (5). Finding: The 1994 Master EIR includes all of the information required in a Master <br /> EIR pursuant to CEQA Guidelines Section 15176. <br /> CEQA Requirements: CEQA Guidelines Section 15176 states that a lead agency shall <br /> include all of the following in a Master EIR- <br /> (a) A detailed discussion as required by Section 15126: <br /> [Section 15126 requires a discussion of.] <br /> (a) Significant Environmental Effects of the Proposed Project. <br /> (b) Significant Environmental Effects Which Cannot be Avoided if the <br /> Proposed Project is Implemented. <br /> (c) Significant Irreversible Environmental Changes Which Would be <br /> Involved in the Proposed Project Should it be Implemented. <br /> (d) Growth-Inducing Impact of the Proposed Project. <br /> (e) The Mitigation Measures Proposed to Minimize the Significant Effects. <br /> (f)Alternatives to the Proposed Project. <br /> (b)A description of anticipated subsequent projects that are within the scope of <br /> the Master EIR, including information with regard to the kind, size, intensity, and <br /> location of the subsequent projects, including, but not limited to all of the <br /> following: <br /> (1) The specific type of project anticipated to be undertaken such as a <br /> single family development, office-commercial development, sewer line <br /> installation or other activities. <br /> (2) The maximum and minimum intensity of any anticipated subsequent <br /> project, such as the number of residences in a residential development, <br /> and with regard to a public works facility, its anticipated capacity and <br /> service area. <br /> (3) The anticipated location for any subsequent development projects, <br /> and, consistent with the rule of reason set forth in Section 15126, <br /> subdivision (d)(5), alternative locations for any such projects. <br /> (4)A capital outlay or capital improvement program, or other scheduling <br /> or implementing device that governs the submission and approval of <br /> subsequent projects, or an explanation as to why practical planning <br /> 3 <br />
