We
respectfully request that your Commission continue this matter to address the serious concerns
raised herein, and to afford us adequate time to review the Project materials before you. 1
received notice of this hearing by mail on Monday,October 2,2000 (notice dated September 29,
2000) and just yesterday I received a two(2)inch packet of revisions and supplements to the
staff report and analysis of the Project, which 1 have not had the opportunity to review. Clearly
we have not been afforded sufficient time to review these materials in anticipation of your
meeting. it would appear that you and other Commission members would not have had adequate
time to review the voluminous materials I just received yesterday.
For the reasons we have previously stated to the Board of Supervisors when it considered
a Negative Declaration for the Project on September 12,2000 and as further set forth herein, the
proposed action before your Commission both violates the provisions of the California
Environmental Quality Act(CEQA)and the 1993 Memorandum of Understanding("MOU")
between Alameda and San Joaquin counties relative to processing entitlements for the Project-' i
objections to the proposed Project:
Specifically, Alameda county has the following P P F
'We incorporate by reference as though fully sct forth herein our prior letters to the CSD an
Board of Supervisors on the Project issues, dated August 22, September 5, Septemberl2 an
September 22.2000.
