road improvements for Mountain House. (Note: Staff will make administrative changes to map
figures 4.7 through 4.11 concerning community edge treatments to be consistent with the cross
sections provided in proposed map figures 9.22 and 9.25. Since these changes to map figures 4.7
through 4.11 are administrative, they are not included in MP-00-01 changes.) MP-00-01 would also
amend Policy"o"of Section 3.4.2 concerning the maximum length of blocks and the provision of
pedestrian through-block connections when block lengths exceed 800 feet. Specifically, the
amendmentwould authorize the Community Development Director to eliminate such pedestrian
through-block connections if the Director determines that they would be in conflict with the health,
safety and welfare of future residents.
SP-00-01 would amend Specific Plan`t--b`o.evising the number of through lanes for Mountain House
Parkway at buildout, from 6 lanes to 4 lanes between Mascot Boulevard and Main Street, and from 6
lanes to 8 lanes from Von Sosten Road to Central Parkway. These revisions are consistentwith the
changes proposed by MP-00-01 and with other previous approved plans, and will require changes to
map figures 9.4 and 9.7.A conforming change specifying in a footnote that roadways are subject to
refinements by the CSD Roadway Improvement Plan will also be required to map figure 9.9.
PP-00-01would amend the Neighborhood "F" Special Purpose Plan by revising the housing type
designation across from the Neighborhood Commercial area from multiple family homes facing
Wicklund Crossing to single-family homes backing on the street. The proposed amendments would
also remove alleys behind lots facing school/park area, add requirements to place tree windrows
between the school and park sites, remove the second-unit requirement for lots facing school/park
area, and add streetscape requirementsfor Wicklund crossing.
Recommendation
Approval. This project is consistent with the General Plan and Board Order B-00-437, pertaining
to the General Plan 2010 Review, adopted April 11, 2000.
2
