In addition, on 12 July 20011 discussed the contents of the reports with John Kramer of Condor and Greg Vaughn of the Regional Board. Monitoring and Reporting Program (MRP)No. 98-109 requires groundwater and agricultural ditches to be monitored monthly for 12 months prior to initiating wastewater application. Condor has been performing that monitoring. However, Condor has encountered problems with the shallow groundwater monitoring wells in which groundwater is slow to recover after purging. The result of the slow recovery has been missed sample events. In addition, confusion over the agricultural drain monitoring has developed; the MRP requires the ditches to be monitored, while the 22 June 1998 Groundwater and Agricultural Drainage Monitoring Plan states the shallow wells are intended to monitor the agricultural drains. The result of the site conditions and the contradictions between the MRP and sampling plan have resulted in inadequate characterization of the site. Agricultural Drain Monitoring and Proposed Sample Locations The Quarterly Report presents the groundwater and agricultural drain analytical data collected to date. Agricultural drains were sampled on 18 May 2001, prior to submittal and approval of the sampling locations. Subsequently, the Quarterly Report proposed the 18 May 2001 sample locations for future sampling events. Sample locations IA and 2A are not acceptable sample locations as discussed below. Discussion of the data with John Kramer of Condor indicates that the upgradient agricultural drain samples (Samples 1A, and 2A) were collected from inappropriate locations.
